I have attached a copy of a new gukine.F that includes the following new 
features:

1. pre-scattering bremsstrahlung of beam particle in target upstream of 
vertex
2. correction of outgoing electron energy for internal bremsstrahlung
   a. only included for elastic scattering case (REAC 2)
   b. no gammas actually generated, just a correction to electron energy
3. support for a new card setting (ISOT 2) which generates elastic 
events with a frequency close to the 1/q^4 for forward angles
   a. generates uniform on the measure d(theta)/(theta**3)
   b. weight contains extra factor theta**3 to compensate so user code 
still works unchanged
   c. more realistic rates for backgrounds, unlike isotropic generator

I have also attached a copy of Qweak.bash that includes comments for the 
new setting for the card ISOT.

This is based on gukine.F as of a year ago.  I tried to "cvs update" 
before making the changes, but it failed.  Are there new instructions?  
I was using:
